World diaper output may take a hit from blasts at Japan plant

TOKYO (Reuters) - Global diaper output is likely to take a hit from an increase in the price of acrylic acid after a chemical tank explosion at Nippon Shokubai Co's Himeji plant in Japan, a main production base of the ingredient, Japanese media reported.

Nippon Shokubai is one of the world's biggest makers of acrylic acid, the main ingredient of a resin called SAP, which is used in diapers.

The plant produces about 20 percent of the world's SAP and 10 percent of global output of acrylic acid.

Operations at the plant are likely to be halted for a long time and other makers of SAP resins are operating on a full-production footing, leaving little room for back-up production, the Nikkei business daily said on Sunday.

The explosion occurred on Saturday afternoon at an acrylic acid residue tank and the fire spread to another acrylic acid tank and a toluene tank.

Two explosions occurred, killing a 28-year-old fire fighter and injuring 33 people. The fire was put out on Saturday night. (Reporting by Tetsushi Kajimoto; Editing by Robert Birsel)

G4S backs CEO over Olympic fiasco

LONDON (Reuters) - G4S stood by its chief executive Nick Buckles but said two other senior executives would go following its probe into an embarrassing Olympic contract blunder.

G4S admitted just two weeks before the London Olympics that it could not provide a promised 10,400 guards, forcing troops to step in and make up the shortfall in a contract failure that threatens the security firm's commercial relationship with the British government.

But in its review the firm said it did not uncover any "significant shortcomings" in the CEO's handling of the contract and company chairman John Connolly defended Buckles, who has been with the company for 27 years.

"He has tremendous loyalty to him from within the company and he has tremendously loyalty from within the shareholder base and those are characteristics that get earned over a long period," Connolly said in an interview with Reuters.

Buckles became the public face of the Olympic failure, taking to television and radio airwaves to apologise to the British public and twice being hauled in front of a Parliamentary Committee to explain what had happened.

His continued presence could make it more awkward for the British government, a key client of G4S, to hand the company sensitive outsourcing contracts.

Government deals account for over half of G4S's 1.8 billion pounds British revenue. The group, which operates in over 125 countries, is expected to achieve total revenue of 8 billion pounds this year.

"Our hope is that we will be looked at in the round, based on all of our credentials and not an over emphasis on the one contract that didn't go well, albeit an extremely important one," Connolly said.

HEADS ROLL

There had been speculation Buckles would fall on his sword in an attempt to shore up the firm's damaged reputation but instead chief operating officer David Taylor-Smith and global events director Ian Horseman Sewell resigned.

"Whilst the CEO has ultimate responsibility for the company's performance, the review did not identify significant shortcomings in his performance or serious failings attributable to him in connection with the Olympic contract," G4S said.

Buckles has presided over a 76 percent rise in his company's share price since being elevated to the CEO role in 2005, and now needs to persuade the government that G4S can be trusted with upcoming contracts managing British prisons and police outsourcing deals.

"Are we surprised that Buckles hasn't gone? Frankly yes. Does it draw a line under the whole affair? I don't think it does," said Seymour Pierce analyst Kevin Lapwood.

Last week, a parliamentary committee rapped G4S on the knuckles over the contract shambles.

"It's not closure. They must waive their fee and pay compensation," tweeted Keith Vaz, who chairs the Home Affairs Committee, on Friday.

The Home Affairs Committee has called for G4S to waive its 57 million pounds management fee for the contract, while the company reiterated on Friday that it expected to make a 50 million pound loss on the contract.

Taylor-Smith was responsible for ensuring the Olympics contract was delivered on budget and on time, while Sewell was the account director who told Reuters just before the Games that the company could have delivered two events of that scale at the same time.

The company was capable of fulfilling the contract, the review found, but did not sufficiently allow for the scale and complexity of the task. It did not track its workforce effectively and failed to realise the problem until too late.

G4S said it would carry out more vigorous risk assessment in future, with greater board oversight of large contracts.

It also tasked Kim Challis with repairing relations with the government, creating a new role of CEO for UK government opportunities and outsourcing.

The group is the second largest private sector employer in the world, running operations from immigration and border control to guarding ships from pirates and cash transportation.

Clinton urges 'cool heads' in China-Japan dispute

NEW YORK (Reuters) - U.S. Secretary of State Hillary Clinton urged China and Japan on Thursday to let "cool heads" prevail in a festering dispute over a cluster of East China Sea islands, but hours later Chinese and Japanese diplomats traded barbs at the United Nations.

Clinton met Chinese Foreign Minister Yang Jiechi on the sidelines of this week's U.N. General Assembly meeting in New York and said it was important to ratchet down the quarrel over the islands that has soured ties between Asia's two largest economies, a senior State Department official said.

The uninhabited islets, whose nearby waters are thought to hold potentially rich natural gas reserves, are known as the Diaoyu islands in China and the Senkaku islands in Japan. They have been under Japan's control since 1895.

"The secretary ... again urged that cooler heads prevail, that Japan and China engage in dialogue to calm the waters," the official told reporters.

"We believe that Japan and China have the resources, have the restraint, have the ability to work on this directly and take tensions down, and that is our message to both sides," the official said.

Yang, however, used a portion of China's annual address to the U.N. General Assembly on Thursday night to forcefully restate Beijing's stance that the islands had belonged to China from ancient times and were seized in 1895 after Japan defeated the Qing Dynasty in a war.

Yang also condemned the Japanese government's purchase of the islands earlier this month from their private owner, a step that sparked protests across China and prompted Beijing to curb bilateral trade and tourism.

"The moves taken by Japan are totally illegal and invalid," he said of the purchase, which Tokyo says was done to ease the dispute by preventing the islands' use by Japanese activists.

"They can in no way change the historical fact that Japan stole the Diaoyudao and affiliated islands and that China has sovereignty over them," Yang told the General Assembly. Diaoyudao is what China calls the main island in the cluster.

DUELING CLAIMS AT U.N.

Japan then exercised its right to reply in General Assembly debate, restating Tokyo's position that no sovereignty dispute exists and that Japan began surveying the islands a decade before deciding to incorporate them in 1895, and there exists no evidence that the islands belonged to China.

"It has only been since the 1970s that the government of China and the Taiwanese authorities began making their assertions on territorial sovereignty over the Senkaku Islands," said Kazuo Kodama, Japan's deputy U.N. ambassador.

"Before then they did not express any objections," he added.

Not to be outdone, China's U.N. Ambassador Li Baodong accused the Japanese envoy of "resorting to spurious, fallacious arguments that defy all reason and logic."

"The recent so-called purchase of the islands is nothing different than money laundering," he said, accusing Tokyo of buying stolen property when it acquired the islands this month.

China has declared the islands "sacred territory," and Taiwan has also asserted its own sovereignty over the area.

Clinton was due to meet Japanese Foreign Minister Koichiro Gemba and South Korean Foreign Minister Kim Sung-hwan in a three-way meeting on Friday. Japan and South Korea, two close U.S. allies, have also seen their relationship rocked in recent months by maritime territorial disputes.

In hour-long talks on the sidelines of the United Nations on Tuesday, Japan's Gemba urged China to exercise restraint over the dispute. Japanese diplomats described the meeting as "tense," as Gemba endured a stern lecture from China's Yang.

Yang called on Tokyo to handle the dispute through negotiation, and Japanese Chief Cabinet Secretary Osamu Fujimura said "it is necessary for both countries to maintain and strengthen bilateral communications and respond to the issue calmly and with a broad perspective in mind."

ESCALATION RISK

Both China and Japan have sent patrol boats in a game of cat-and-mouse in the waters near the disputed islands, raising concerns that an unintended collision or other incident could escalate into a broader clash.

In a further sign of economic fallout from the dispute, Chinese buyers and Japanese sellers of refined copper have postponed agreement on terms for 2013 shipments.

Chinese and Japanese companies failed to reach a deal in talks this week, even though Japanese sellers were willing to cut price premiums by about 10 percent from last year, a Chinese executive familiar with the talks said.

The United States has said repeatedly it takes no position on the sovereignty dispute, but believes it is important for China and Japan to work out their differences peacefully. Washington has repeatedly confirmed, however, that the U.S.-Japan security treaty would apply to the islands in the event of military attack.

In her meeting with Yang, Clinton also touched on territorial disputes in the South China Sea that have set Beijing against a number of its Southeast Asian neighbors, including the Philippines, a close U.S. ally.

China has resisted calls by the United States and some Southeast Asian countries to agree on a multilateral framework to settle the disputes, preferring to engage with each of the other less powerful claimants individually.

The U.S. official said Clinton welcomed moves by China to restart informal meetings with members of the Association of Southeast Asian Nations, or ASEAN, most recently in Cambodia two weeks ago, as a sign of progress.

"We expect these meetings are going to continue in the lead-up to the East Asia Summit in November," the official said. "This is precisely what the secretary has been advocating, that they restart a dialogue."

Clinton met later with a delegation of ASEAN ministers, who were guardedly upbeat about China's latest moves, a second U.S. official said.

"We are going to have to wait and see over the course of the next several weeks, but we have obviously encouraged the process to grow and deepen," the official told reporters.

D.C. budget bomb restrains job growth

It?s Washington, stupid.

Even as the U.S. economy begins to push up ?green shoots? of recovery ? from a housing market bouncing off the bottom to a buoyant stock market ? businesses worried about the deep dysfunction paralyzing the political process have begun to hunker down.

The latest evidence of came from the government's monthly report on orders for so-called durable goods, which plunged in August. Much of the drop came from a cluster of cancelled orders for airplanes, even one of which can have a huge impact on the data.

But the rest of the data pointed to a wider pullback: orders for machinery fell 4.7 percent, computer orders dropped 2.9 percent, and communications equipment orders were down 7.1 percent.?

Economists say worries about what's happening in Washington are behind the pullback.?

?Businesses have become more pessimistic as we approach the fiscal cliff with no resolution in sight,? said Paul Edelstein, an economist at IHS Global Insight.

With a massive "fiscal cliff" of tax increases and spending cuts set to kick in at year end, Congress and the White House have all but quit trying to break the budget impasse. If the unprecedented belt-tightening takes effect next year, economists believe another U.S. recession would almost certainly begin. On Thursday, Fitch Ratings, which rates corporate and government bonds, warned that unless the budget bomb is defused, world economic growth will be cut in half next year.

Against that backdrop, business confidence has fallen to its lowest point since the third quarter of 2009, according to a survey of American CEOs by the Business Roundtable released this week. Though more than half of those who responded expect their sales to rise over the next six months, about a third said they plan to cut U.S. jobs over that period, up from 20 percent a quarter ago. Just 30 percent plan to boost spending on new equipment, down from 43 percent three months ago.

Until recently, American companies had managed to squeeze out more profits with very little new hiring, largely by getting more work out of the same labor force and by investing in new equipment that lowers costs and boosts output. Slower spending on capital equipment could slow or reverse that trend.?

Job seekers find warm welcome in Plains states

There?s been recent evidence that consumers are feeling more confident, which could help boost the spending category that accounts for 70 percent of the U.S. economy. The Conference Board?s latest monthly survey showed?its confidence index rose by nine points?to 70.3 percent.

But the improvement is relative, according to David Rosenberg, chief economist at Gluskin Sheff.

?It is one thing to say consumers are feeling better (maybe the respondents this time were card-carrying Democrats), another thing to say they?re feeling well. After all, to put 70.3 in perspective, the consumer confidence index averages 78 in recession and 102 in (economic) expansions,? Rosenberg said.

Weak growth ahead
Throughout the year, the economy has been adding jobs.?But the?pace has been too slow to make a significant dent in the unemployment rate, which is stuck above 8 percent some five years after the recession began. That makes this recovery the slowest, by far, of any since World War II.

The latest evidence of that slow growth came Thursday in the government?s final tally of gross domestic product for the second quarter, showing that the economy advanced at a weak 1.3 percent annual rate ? slower than the initial estimate of 1.7 percent.

Roughly half of the revision came from better data on the impact of the Midwest drought, as the level of farm inventories turned out to be less than initially reported. The drought is expected to continue to weigh on GDP growth this year, according to Nigel Gault, chief U.S. economist at IHS Global Insight, which expects third quarter GDP growth of just 1.5 percent..

?The economy overall has only weak forward momentum,? he said in a note to clients. ?The news from housing may be improving, but manufacturing is struggling now, because of weakness in exports and business fixed investment."

The latest weekly report on new claims for jobless benefits, seen by some as a bellwether of hiring patterns, fell 26,000 to a two-month low of 359,000. But the results may also indicate that fewer people are eligible for benefits as the weak labor market has forced more workers to take odd jobs or leave the work force altogether.

Despite gradual improvement in the job market, nearly 13 million people are still out of work. The Labor Department said Thursday its latest annual revisions show that it likely undercounted job growth in the 12 months through March by 386,000.

But even with the slight increase, the government?s data show that the economy produced roughly 140,000 new jobs a month since the recession ended in June 2009, or about 5.5 million. That?s far short of the nearly 9 million workers who were sidelined by the recession.. ?

The Fed?s latest effort to boost job growth has targeted the housing market with a plan to buy $40 billion in mortgage bonds every month - until further notice. The move has already nudged mortgage rates down to a new record lows of 3.40 percent this week, sparking another round of home refinancing?s. Those lower monthly mortgage payment swill free up a little more cash for consumers to spend.

But it?s not at all clear when or how pushing mortgage rates lower will create more jobs. That?s why the Fed?s policy makers were not in agreement on the latest move to try to boost growth.

?We are unlikely to see much benefit to growth or to employment from (another round of mortgage bond buying,)? said Charles Plosser, president of the Philadelphia Federal Reserve, in a speech Tuesday. ?Conveying the idea that such action will have a substantive impact on labor markets and the speed of the recovery risks the Fed?s credibility.?

The stock market seems to think better times, or at least continued gains in corporate profits, lie ahead. Market indices are up nearly 13 percent off summer lows, which has added to household wealth.

Homeowners? wealth has also gotten a lift from rising home prices, which have been up for the past six months in a row.

But the wealth hole created by the housing collapse was huge. From a pre-recession peak of $67.4 trillion in the fall of 2007, household wealth plummeted to $51.2 trillion in early 2009. As of the April-June quarter, it's climbed back to $62.7 trillion.

He lost the spark

Q: Meredith and Faithful Readers,

I recently broke up with my boyfriend of 4 months. It doesn?t seem long, I know, but I fell for him hard and fast. He was the first guy who didn?t play games. He was open and honest about his feelings for me, and told me that he ?saw a future with me.? He was kind and affectionate and did things for me because he wanted me to be happy. I?ve never had a relationship like this.

A little over a month ago, I noticed a change. He was slightly more distant, and our sex life was dwindling. Then it came to a dead stop. I tried talking to him about it. From what he said (which I later realize I misunderstood, or he failed to communicate) is that he had been in a rut and not feeling himself. So I tried to not put any pressure on him and looked for creative ways to help him out of his rut. But nothing changed and he became more distant.

Everything culminated in a very long and difficult discussion that led to me finding out that he had simply lost the spark. He found me attractive, wanted to be with me, and wanted to care for me, but romantically, there was nothing there. I couldn?t (and still can?t) understand this. I thought of some solutions that might work, but it felt hopeless. How do you make someone like you? And so we broke up.

I feel crushed and devastated. I feel like we didn?t try ? we just both agreed that it was easier to break up. Is it possible to get that spark back when everything else was great? Has anyone heard/been through anything similar? Is there anything I can do to save this, I?m not ready to let go.

Social bullying prevalent in children's television

Children ages 2-11 view an alarming amount of television shows that contain forms of social bullying or social aggression. Physical aggression in television for children is greatly documented, but this is the first in-depth analysis on children's exposure to behaviors like cruel gossiping and manipulation of friendship.

Nicole Martins, Indiana University, and Barbara J. Wilson, University of Illinois, Urbana-Champaign, published in the Journal of Communication a content analysis of the 50 most popular children's shows according to Nielsen Media Research. One hundred and fifty television shows were viewed and analyzed, and 92% of the programming contained some version of social aggression?approximately 14 times per hour. There was careful attention to what was portrayed in the cases of social aggression, whether the behavior was rewarded or punished, justified, or committed by an attractive perpetrator.

The findings suggested that some of the ways in which social aggression is contextualized make these depictions particularly problematic for young viewers. The study found that attractive characters who perpetrated social aggression were rarely punished for their behavior, and that socially aggressive scenes were significantly more likely than physically aggressive scenes to be presented in a humorous way. In some cases, social aggression on television may pose more of a risk than portrayals of physical aggression do.

"These findings should help parents and educators recognize that there are socially aggressive behaviors on programs children watch. Parents should not assume that a program is okay for their child to watch simply because it does not contain physical violence. Parents should be more aware of portrayals that may not be explicitly violent in a physical sense but are nonetheless antisocial in nature," Martins said.

Screening Tool Reveals Two Multiple Sclerosis Types - iVillage

WEDNESDAY, Sept. 26 (HealthDay News) -- An experimental screening technique finds that multiple sclerosis patients have two different molecular "signatures" that reflect disease severity.

This suggests that doctors might one day use this tool to help determine who has a more aggressive form of MS and might need earlier treatment with stronger medications, researchers report.

"This study shows there is evidence that we can begin to identify subsets of MS patients, and that we're moving ever-so-slowly to personalizing MS care," said study author Dr. Philip De Jager, an associate professor at Harvard Medical School and an associate neurologist at Brigham and Women's Hospital in Boston.

But this screening tool "is not ready for the clinic at this point. It needs to be validated in another trial," De Jager said. He envisions that this test would be one component of a number of tests doctors could use to generate risk estimates.

Results of the study are published in the Sept. 26 issue of Science Translational Medicine.

About 400,000 Americans have MS, a chronic, sometimes disabling disease that affects the central nervous system. The central nervous system includes the brain, spinal cord and optic nerves, according to the National Multiple Sclerosis Society. MS symptoms may include fatigue, numbness in the limbs, balance and coordination problems, bladder or bowel dysfunction, vision problems, pain, and even paralysis.

A few treatment options exist for one type of the disease, but no single therapy helps everyone with MS, and there is no cure.

The four types of MS include relapsing-remitting, primary progressive, secondary progressive and progressive-relapsing, the MS society says. About 85 percent of people with MS have the relapsing-remitting form of the disease, and the available treatments are for this form of the disease.

It's often difficult to diagnose MS, and it can take even longer to figure out which type someone has. In addition, doctors have no way to predict which patients will respond to a particular drug.

"Right now, we typically start with first-line drugs that are moderately effective, but safe. If someone doesn't respond, we move on to stronger drugs that tend to be more effective, but have more adverse events," said De Jager. "If we knew that someone had an aggressive form of the disease, we'd know that they're less likely to derive benefit from first-line treatments."

The experimental screening test examines peripheral blood cells (blood obtained from locations away from the heart) on a molecular level. These blood cells are important because they contain immune cells that contribute to MS disease activity, De Jager said.

For the current study, the researchers analyzed blood from 363 people with relapsing-remitting MS who hadn't received treatment. The researchers didn't know ahead of time how aggressive their disease was.

They found two distinct subsets of MS, dubbed MSa and MSb. MSa appeared to be more aggressive, and these are the people who might benefit from earlier treatment with stronger drugs.

The researchers also performed the analysis on 94 people treated with glatiramer acetate and 128 people treated with interferon-B. Again, the researchers found the two subsets, and it didn't appear to make much difference which drug someone was taking.

Timothy Coetzee, chief research officer at the National Multiple Sclerosis Society, said if this research is validated, he could envision it being used to help develop more targeted therapies. It could also be useful in clinical trials to help evaluate how well a drug is performing, he said.

"What we don't know and what we need to get better at is predicting the course of MS. We just don't have the equivalent of a cholesterol test for MS, and that's the kind of information patients want to know," Coetzee said. "They want to know what test can you give me that will help me understand what my future will look like."

De Jager said the next step is to confirm their findings with another trial, and that the next trial will test blood samples from multiple time points rather than a single time point. This is important because the nature of MS is that at some points it's inactive. So, the researchers have to be sure that they've captured two distinct subsets of people with MS, and not the disease at two different time points.

Hubble returned to the same target more than 50 times over the past decade, racking up an additional 2 million seconds of exposure time. The most distant objects found date back to about 500 million years after the universe's formation some 13.7 billion years ago.

The early universe was a violent place, filled with colliding and merging galaxies that radiate in bright blue light, a telltale sign of new star formation.

More than 2,000 images of the same field, taken by?Hubble's Advanced Camera for Surveys and its near-infrared Wide Field Camera 3, were combined to form the XDF.

"XDF is the deepest image of the sky ever obtained," astronomer?Garth Illingworth, with the?University of California?at Santa Cruz, said in a statement. "It allows us to explore further back in time than ever before.

The purpose of the society is to give members the opportunity to learn current computer technology skills, and become proficient with all things computer related.

In a typical meeting, a guest speaker will discuss current computer trends or applications, and/or group members will share tips with each other about PC uses in areas including photography, genealogy, or computer security and malware prevention. LSCS President, Roger Ehrig, recommends this society to ?anyone with an interest in learning about and staying current with trends in computer technology? in a highly social environment.? Obesity promotes prostate cancer by altering gene regulation

ScienceDaily (Sep. 25, 2012) ? Prostate cancer is one of the most common cancers in men and early treatment is usually very successful. However, like other cancers, obesity increases the risk of aggressive prostate disease. New research, published in BioMed Central's open access journal BMC Medicine, finds that the fat surrounding the prostate of overweight or obese men with prostate cancer provides a favorable environment to promote cancer growth.

Fat is a generally underrated organ. Not only is it an energy store but it secretes a wide range of growth factors, cytokines and hormones, including leptin and adiponectin, and is a major player in the immune system, which protects the body from infection and disease. But too much fat can cause these systems to go haywire and can increase risk of diabetes, cardiovascular disease and cancer.

An international team led by Prof Gema Fr?hbeck and Dr Ricardo Ribeiro analyzed fat, from around the prostate, taken from patients undergoing surgery for prostate disease. Samples were included from men with benign prostatic hyperplasia (BPH), prostate cancer (PC), and from men where their cancer was no longer confined to the prostate. The men were also classified as being either lean (BMI<25) or overweight /obese (BMI>25).

Regardless of type of prostate disease the overweight men had different levels of gene activity in the fat surrounding their prostates compared to the lean men. This included genes which encode proteins involved in immunity and inflammation (such as LEP, which encodes the protein leptin), and cell growth and proliferation (including ANGPT1 which encodes angiopoietin 1), fat metabolism and programmed cell death.

Additionally the activity of more genes was altered between hyperplasia and prostate cancer, and between cancer and non-confined cancer, suggesting a gradual increase in dysregulation during cancer progression.

Prof Fr?hbeck explained, "Both LEP and ANGPT1 encode proteins which are thought to have roles beyond adipose tissue itself, especially because prostate cancer cells have receptors for leptin, and angiopoietin 1. Taken together with the abnormal activity levels of other genes they will ultimately foster fat mass growth, reduce immune surveillance, and promote the formation of new blood vessels, so producing a favorable environment for prostate cancer progression."

Dr Ribeiro continued, "In an increasingly obese population, understanding how fat, especially the fat surrounding the prostate, can influence the growth and severity of prostate cancer may provide an opportunity for implementing personalized lifestyle and therapeutic strategies."
